Launch of Hong Kong e-Legislation (HKeL)

The Department of Justice of the HKSAR has launched a new legislation database, namely the Hong Kong e-Legislation (HKeL), to replace the Bilingual Laws Information System (BLIS). Users who access the BLIS website will be automatically redirected to the HKeL homepage.

Hong Kong e-Legislation (HKeL) is an electronic database of Hong Kong legislation established under section 3 of the Legislation Publication Ordinance (Cap. 614). It is maintained by the Department of Justice. HKeL provides current and past versions of consolidated legislation dating back to 30 June 1997 and PDF copies marked “verified copy” have official legal status. Different searching and viewing modes are available to facilitate access to law.

Verified copies of legislation with legal status will be progressively made available on HKeL for official use. In parallel, the existing Loose-leaf Edition of the Laws of Hong Kong will be phased out gradually.

Special features have been added to HKeL including: Table of Content for each ordinance (you can select, view and/or print  for specific parts only); past versions of legislation (Timeline is included), hyperlinks  to HKSAR Gazette and different caps/sections, subscription to email alerts for new amendments, and pencil mark / icon for legislation not yet inserted to HKel but hyperlinks will be provided to HKSAR Gazette etc. Users are able to search range of caps by entering e.g. “1-10” or 1, 3, 5 rather than being able to search just one ordinance/cap.
